USFS Reservation policy on-line?

Does anyone happen to know when they take online reservations for Sugarloaf campground? A friend who does the Flag's event is trying to book his reservations early. When he tries to enter that date on reserveamerica.com it says “unavailable for that date.”

Since ReserveUSA became Recreation.gov it's possible they don't have all the bugs out yet?
