19 mph is pretty slow . . .

Also, some people can go 45 mph and look like they're standing still, but others are a danger to everyone at 7 mph.

That is even slower....

There is no way that I would ever keep my pass a entire day if that was the rule here.

Agreed, a beginner doing 10, is a lot more dangerous than an experienced skier doing 40 or whatever number you can get up to.

Also, doing 15mph on a crowded trail Presidents Weekend is much more dangerous than someone doing a speed run on an empty midweek day. (Assuming the person doing the speed run is of sufficient skill to control themselves at the speed they are going).
