Maybe it should be legal just to curb population growth. Presently, the western states are bickering over water rights, the world has high food cost, high oil cost and so on. Basically, too many people on earth with finite resources.

Joe Haldeman who wrote the classic sci fi "Forever War" had the idea about how the future world government encouraged homosexuality too resolve food wars. Kinda weird but I like the "think outside of the box" approach.
