It works here:

I just thought i was cool so i tried it on another board.
The other board admin would need to add the image file to their smiles directory and then add it as an emoticon through their admin control panel, assuming they're using forum software that allows them to add new smiles.

You got it, but you did it the hard way. Its a smiley just like all the others, ie; etc.. In the box below is what I typed to get the above.

Or, as long as you aren't using the quick reply box, you can click on the View more Emoticons link below the default emoticons (smilies) to get the dialog box containing all the installed emoticons. Then you just click on the one you want and it will be added to your message.
