Upgrade to vBulletin 3.6.x

I've upgraded the forums to vBulletin version 3.6.0. Please let me know of any issues. I already am aware that the news section is not functioning. I'll be addressing that shortly.

Okay. I think we're back to where we were. Unfortunately, upgrades to vBulletin aren't a whole helluva lot easier than they were with phpBB, but it's important to remain current...
