Did you read the whole thing? It sounds like it accomplishes it's goal.

Take a quick look at the numbers: Only 20% of prisoners who come through Norway's prisons reoffend within two years of being released, according to a 2010 report commissioned by the governments of several Nordic countries.

At Bastoy, that figure is even lower, officials say: about 16%.

Compare that with the three-year re-offense rate for state prisons in the U.S.: 43%,

But their is lots of reasons that our inmates are usually because of drugs, i doubt its that way their.

it may accomplish its goal, but its tough to use that in comparison here. pretty sure norweigan residents commit less crime and have more money than most people in us. thats like saying a poverty or crime initiative that works in nebraska will work in north philadelphia
