The Hudson has been frozen and crossable on foot above the Dunn Memorial Bridge (Albany to Rensselaer) for most of January and February.

I'm confused. What is white? It seemed obviously snow at first, but then I looked to the Atlantic Ocean which is by no means frozen that far at sea.
