How to kid proof a computer?

Anyone have any recommendations on kid-proofing a computer? Here's the scoop.

Nephew's laptop just got re-formatted with XP because it had so many virus' and spyware crap in there, it was just quicker this way.

Now, I'd like to prevent this from becoming ritual. Here's the catch. I don't want to censor anything. That's his parents responsibility (or lack-off)

After installing Avast! virus protection, and installing every update imaginable, does anyone else have any good recommendations?

Setup a user separate account and restrict usage by account.

Determining where things get installed so it's easier to back the stuff out...
Not allowing them to hide where they been or clean system logs...
Not allowing them to turn off firewalls to go bad places.... Or slipping IP addresses into the firewall that may be bad..

I think you can even limit the use of incognito browser windows...

Basically removing ADMIN rights...

How did you find all of the crap?

I suspect my Vista PC at home is infected because it's sooo slow...but virus scans, malware scans, etc. all come up clean.

Clean the registry.... Clear up some free space on the drive...

Second create two accounts but give him access to both. One if for -installing- programs only. nothing else. The other should be non-admin privledges and used for daily tasks. We use this method at my college (I work for the helpdesk), it helps a lot.
