KINGSTON, NY - A prominent Ulster County banker, Clifford M. Miller CEO of Ulster Savings Bank, is facing an accusation by police that he agreed to pay $500 for sex with a state trooper who was posing as a prostitute along Broadway - a street known for prostitution complaints.
