4 Scotty. The book is 1984.

And yes, I indeed agree its coming true.

"There was of course no way of knowing whether you were being watched at any given moment. How often, or on what system, the Thought Police plugged in on any individual wire was guesswork. It was even conceivable that they watched everybody all the time. But at any rate they could plug in your wire whenever they wanted to. You had to live—did live, from habit that became instinct—in the assumption that every sound you made was overheard, and, except in darkness, every movement scrutinized." - George Orwell, 1984

This is the part that bugs me the most- not because of the actual thing, but because of the erosion of original promises and claims:

"Track where a suspect’s car is located, and where it has been in the past few days, weeks or months"

Records from licenseplate scanners are supposed to be kept for a couple of days at most- in some places the claim was that once read and checked against records, a plate was deleted form the scanner. Clearly, not the case.

"No, no, don't worry- we wouldn't do that- that's just wrong. Well, we did need to do it once, and see, it worked! So, we're going to do it again. But there's no way we're going to do that. Unless it works once, or we get away with it. Because then, you know, it works. Has anyone seen my tiger protection rock?"

Or worse from high above, synthetic aperture radar. Big Brother doesn't really use telescopes pointed down anymore.
