Sort of peak oil-ish. His basic tenant, though, is that Saudi Arabia probably doesn't have quite as much oil left as we think, and probably can't produce at rates any too much higher than what they're doing right now. Which isn't good if demand continues to increase, or if supply gets constrained anywhere else.

He's really calling for an international system for reporting verifiable reserves and production data, so that energy planners can work with something more concrete than "Saudi Arabia has unlimited oil and can pump out as much as they'd ever want to, forever."
