In order for the investors to get the Green Cards, yes. That is a big deal. The Receiver was trying to get an exemption.

Maybe they're waiting for enough of the Green Card folks to pass. Not all that far-fetched, they skewed older & it's been like 14 years or so. And I'll bet some of them got into America the legal way by now & dont even need the Green Card anymore.
