Covered and sealedIf the food product is sealed or covered in a bag, say dogs burgers then it should not be problem. Was the chili containor covered or open ?

If it's a sealed/packaged container, it's perfectly normal behavior. When you change your mind about which bottled drink to buy from the fridge, what do you do? Put it back and pick up the other one. Not to mention how any other item that's sealed/packaged in a convenience store or grocery store gets handled.I spent plenty of time in kitchens myself as a younger buck, and there is no way the thought of reorganizing some other establishments food on their behalf would cross my mind. Do you start waiting other tables when their drinks aren't filled timely also at restaurants?
What is policy pretty much everywhere is once a customer touches food you can't take it back and serve it to someone else. A person who works in the service industry knows this well.....
Seems a bit heavy handed, but customer relations is probably last on the list of ideal skills for a fry cook.
