This is slippery slope that isn't simply black and white. Vermont started charging for rescues in the early 2000's but stopped after a while. The reason being that once people realize that they are going to have to pay for their rescue, they are much less inclined to call for help, which increases their risk of injury, frostbite, and/or survival. Even if they are hopelessly lost, they might not call at all
Billed the cost of rescue and banned from the mountain.
Waterboarding
Not harsh enough. You could be waterboarded at 8am and be skiing again by noon. I say every time they require rescue, we take a finger!
Waterboarding may be to gentle. I suggest public humiliation in stocks and pillory in the town square.
