Total splice length is 1200 X diameter, yes. Tail length is a completely different thing.

What I know about rope rescue-

Make sure when you lock off on your figure 8 with ears mid rappel that the rope is wedged in there good and tight so as not to induce any... um... "shifts" in position when adding the weight of the victim....
