The biggest hurdle will be the red tape around permitting (and that's exactly what is happening with the Sugarbush ones so far). That article really did not have anything new on the Sugarbush side. That mostly seems like the old information. The last I heard the Rosita's project ran into permitting issues. And I think the other smaller one was also still stuck on some appeals/fights with the adjacent property owner.

Stratton housing required minimum permitting as they converted local motels into housing, rather than new construction. In fact many of those motels were already used during the winter, under lease, for housing. Now they are owned, renovated, and permanent housing. Nice benefit to the workers is they are down in town with more things to do than up at the Mountian. Stratton provides a shuttle (public can use too).

Also note that most of Manchester is in the new zone where Act 250 is less burdensome. Unfortunately it seems the local regulators and the public have not been overly accommodating to new work force housing, or at least thats my impression.
