I could still see it going either way. Personally it would annoy me to have to use a harness on a deck like that, but in the US, I could see the regulations requiring it. Or not. Neither would surprise me.

And fwiw my original comment was based on the concept picture in the snowbird page. The railing on that Switzerland tram still looks substantially higher to me.
