I'll take a stab at this.....
For the most part I believe that bringing beer into base lodges where brown bagging is allowed isn't technically illegal. I am not aware of any resorts that specifically prohibit it, nor am I aware of any resorts that encourage it. Being discreet and not flaunting it "should" be no problem. Obviously bringing your own beer into the bar area would be illegal. At resorts that prohibit brown bagging I would imagine bringing in alcohol isn't allowed either.
I think the big determining factor about what areas are permitted as a "bar" is whether or not beer/alcohol is sold in the same "area". IE. if you can buy a beer in the cafeteria line then it is probably permitted as a bar and outside beverages would be illegal in the seating area.
As for Magic specifically, the entire upper level of the base lodge (where the bar is) and the deck are permitted as a "bar". Therefore no outside alcohol is allowed in those areas. The lower level is not permitted as a bar and thus bringing your own alcohol for personal consumption is allowed. We see very few people doing it. That said, under our current operational setup (ie, our F&B is run by a concessionaire) the bar is not open midweek so bringing your own alcohol is the only way to enjoy a drink midweek.
For me personally I tend to enjoy the atmosphere of hanging out at the bar at the end of the day and usually budget some $$ for a good vermont brew at the end of the day. I tend to brown bag a small lunch or just eat a powerbar on the lift and end my day a little early for a relaxing beer at the bar. My motivation and energy gets pretty drained if I eat a big greasy lunch from most cafeteria's.
