He's just saying yes because the Dems continue to say no, and this way he can play it into "partisan politics" and characterize the Dems as devisive. They'll all (and I mean both sides of teh aisle)wring as much political capital out of Bolton as they can, but it will drop, I think- regardless of the US's public stance on the UN, we do still need to get along with them.
