What are the neccesary things to hold a World Cup event, or something similar to it? Also what are the trail specifications?

Organizing bodies put forth rules and stipulations for trail specifications. I think only Sugarloaf and Whiteface could possibly meet the F.I.S. minimum qualifications for a Downhill event as far as East Coast mountains go. Super G and below are a lot easier to meet qualifications for. That said, you won't be seeing any major events in the East any time soon due to money and logistics.

And Mt. Ellen. Upper FIS to the grandstand at the bottom of the downhill course on Lower FIS (right before, but well below, the runout -- it's grown in somewhat now, but could still be fixed up again for downhill). Used to be an official FIS downhill course, and thus was the origin of the trail name.

Downhill specs are page 75 in the pages of the PDF (which include the table of contents), or page 70 if you're going by the page numbers of the document.

Required vert:

800m-1100m for Downhill, which is a minimum of around 2600ft. (It says it can be 750m in exceptional cases).

180-220m for Slalom

250-450m for GS

500-650m for Super-G

It does take lots of money. The trail specs are just a part of it. Last season they tried to move some of the early season europe events to North america and even though they got a commitment from venues, the sites couldn't guarantee a enough revenue so no go.

BMM, you were the first one to catch this... Our beloved Mt. E has (had?) it all. I wonder if there is any management interest in actually doing something like this for the publicity, etc? Of course, Ellen does not have the base capacity for spectator crowds that something like this would bring... Just thinkin' out loud here. Besides, as far as I am concerned, FIS might as well mean "Falls In Snow".

My take on this would be that now isn't quite the time, but in a few years, that may be an excellent way to get Mt. Ellen back on the map, along with a few other improvements and upgrades.
