Ok rivercOil I hear your pain. Maybe you got a point that the current industry standard is broken and is some serious need of improvement.

Maybe the folks here at AZ would want to take a shot at developing a new proposal for an industry wide standard in snow condition definitions. Terms like HARD PACK which nobody in marketing wants to put on a condition report should be avoided because they will never get used. Terms that are marketeer friendly are encouraged.

Here are some snow condition definitions I found.
