I don't really understand how it makes power or snow

I think it's engineered towards prevailing winds and topographic weather like airport runways. The water should be easier to cool as it's pumped and circulated around building, possibly as treated sewage water for hydroponics(aquaponic also?). It's too bad society isn't more utopic. We still "need" to have things like insurance, accountability, and ...responsibility. It will work in small cities, but large cities will have to increase prices significantly.
