The Connecticut portion of the Appalachian Trail is in good shape for hiking. I just through-hiked this area last week. The only concern that I had was regarding the black bear activity especially near the camping areas. This is fairly common during spring, but it seemed like nearly every camping area had an issue. There were obvious signs of bear activity at the campsite marking the confluence of the Tenmile and Housatonic rivers. This activity was evident from the campsite and for about a half mile north along the AT. A bear had ben digging up roots and peeling apart rotted logs looking for insects. Just be careful of food storage and late evening/early morning hikes.
