to reitterate- with 3 weeks head west, CO, UT,ID,MT,Canadian rockies
if you stay east I would recommend this route - Maine(saddleback, sugarloaf) - Quebec (mont comi, Le massif, mont ste anne) - New York (whiteface, high peaks) - VT west to east(end with burke) - new hampshire (west to east)
most important - follow the snow
