Can anyone elaborate on the "Traffic Detection"

Can anyone elaborate on the electronic "traffic detection" packages mounted over Rte. 84 in Connecticut just South of the Mass Border?

I haven’t been on Rte 84 in a few years and I’ve not seen anything like it on Rte. 91.

Going down I-84 it probably has something to do with traffic using that road to go to the casinos. That is not the route I would take from that area, but it is the route of choice of many.
